Abuse Detection Alerts

Is it possible to set up abuse detection alerts to flag managers that are giving out more than a certain number of awards? We have our program set up so employees can only receive a specific amount per year but not something that flags if managers give out too many. We have managers misusing the program and want these to be flagged to us when this happens.
