What are some ways you encourage employees to award out 'points'?

If you organization offers monetary recognition, what are some ways you encourage employees to use their points to recognize someone before the balance renews? We provide monthly point balances to all employees (that renew the 1st of each month) but see low utilization as some employees don't use any or even half of their balance for each period.
